Three buyers for both MTN and BGs

Buyer 1 Minimum purchase 100 Million USD

Ask sender if buyer's designated counsel can call to custodial bank to verify 

1, that paper is real 
2, that seller is who we say it is and,
3, seller is as we say willing to sell.

Procedure

1. Seller provides ISIN for the instrument and Custodial Bank that is holding the instrument and who registered it on Euroclear (names of officers and telephone number for officer not necessary at this point)

2. Buyer issues to Seller the LOI, CIS and copy of Buyer Passport.

3. Seller counter signs LOI and includes the custodial Banker’s name and telephone number for contact by ICAP, making it a binding Contract upon the receipt of the fully countersigned LOI Contract.

4. ICAP verifies the instrument with the custodial banker.

5. Seller issues Corporate Invoice and Title Page with Full Bonding Power, which shall include but not be limited to, ISIN/CUSIP/Registration Nos., Custodial Safekeeping Numbers, dates of issue and maturity, screen access codes, blocking codes and all necessary details to screen and block the MTNs after screening and verifying instrument on Brussels Euroclear.

6. Buyer issues a buy ticket and, verifies the instrument, blocks the instrument, and delivery-payment. Normal Brussels Euroclear Screen Block & Pay Protocol. Intermediaries paid.

Buyer 2 Minimum purchase 10 Million Euros

The Licensed Securities Trade in Europe represents several institutional buyers
The Licensed Securities Trader will buy:
• Medium Term Notes [MTNS] Spot Buys
• Bank Guarantee [BG’s] Spot Buys
• Current Government Bonds issued by banks or Governments

The procedures are very simple and closing can be within 24 hours.  
The Licensed Securities Trader will not deal with [LOI, CIS, and Non Solicitation ETC].
SPOT BUYS HAVE TO CLOSE QUICKLY   IN 24 HOURS or less.

The Licensed Securities Trader requires the ISIN NUMBER to check the instrument on screen. If it is a BG, he will need the screen shot. He will then determine on the screen the market value for the instrument. He will then next speak to the Portfolio Manager of the Portfolio where the instrument is deposited to ask the following (2) QUESTIONS:

1. IS THE OWNER SELLING THE INSTRUMENT AT THE GIVEN PRICE
2.  AND ARE YOU AUTHORIZED TO SELL.

If the answer is “Yes” to both of the above questions… the closing will take place within hours.

After the Licensed Securities Trader likes the instrument he sees on screen, he is authorized to submit a purchase agreement on behalf of the buyer.
The Licensed Securities Trader will submit the Purchase Order before he speaks to the Portfolio Manager!
The Licensed Securities Trader states that we can close in less than 24 hours in most cases and can close at least one every week.

Buyer # 3 Minimum Purchase 1 Billion USD or Euro

Trading desk to trading desk transaction only. No CIS, Passport, LOI until an offer is presented.
Minimum required to make the offer ISIN, CUSIP, Name of trader holding the security.
Name and phone number of seller mandate.
